Opening the Congress, Prime Minister of Kazakhstan O. Bektenov emphasized the strategic role of the mining and metallurgical complex in the development of the country’s economy and global industry:
“President Kassym-Jomart Tokayev has set the task of a phased transition from a predominantly raw-materials-based model to an economy of deep processing and high added value. Today, large-scale projects aimed at developing processing and increasing the share of high value-added products are already being implemented.”
The Head of Government also noted that Kazakhstan is consistently pursuing a course towards new industrialization based on the development of modern production facilities, the introduction of technologies and the production of high value-added goods, while the development of critical minerals is becoming one of the key areas of the country’s new industrial policy.
Special attention within the Congress was paid to international cooperation. One of the key foreign speakers was David Fogel, Assistant Secretary of Commerce of the United States and Director General of the U.S. and Foreign Commercial Service, who noted the transition of U.S.-Kazakhstan cooperation from discussing prospects to implementing specific projects: “How do we take this vision of cooperation and bring it to life? We want to move towards projects that are ready for implementation. Fewer words and more action - that is exactly how we see it.”
According to David Fogel, Kazakhstan is in the focus of U.S. attention as one of the key partners in the development of supply chains for critical minerals, which are of strategic importance for the global economy and the industry of the future.
The day before, on June 10, within the framework of AMM 2026, the C5+1 Critical Minerals Dialogue was held under the co-chairmanship of Minister of Industry and Construction of the Republic of Kazakhstan Yersaiyn Nagaspayev and U.S. Special Envoy for South and Central Asia Sergio Gor.
Members of the governments of Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan took part in the dialogue. The participants discussed priority issues of cooperation between the Central Asian states and the United States in the field of geological exploration, mining, processing, as well as the supply of critical minerals to the global market. “President of the Republic of Kazakhstan Kassym-Jomart Kemelevich Tokayev places particular emphasis on the important role of the C5+1 platform as a new format of interaction between Central Asia and the United States of America. The C5+1 Critical Minerals Dialogue is aimed at deepening cooperation in the field of sustainable supply of strategic raw materials, developing technological interaction and building reliable global supply chains. Amid growing global demand for critical minerals, these areas are of particular importance,” noted Yersaiyn Nagaspayev.
